Langley is a quaint seaside village on Whidbey Island, located on the southeast, overlooking Saratoga Passage.  Jocob Anthes was hired to explore Whidbey Island.  In 1881 Anthes purchased 120 acres and built a log house, cleared several acres of land and grew vegetables and potatoes.  In 1886 he filed a homestead on 160 acres and in 1890 bought the tract that became the town of Langley.  With 400 acres of land with five streams or springs that run in to the property, Jacob Anthes chose well.  The Langley Land and Improvement Company, named after its president Judge J.W. Langley of Seattle, was formed.
