In the San Fernando Valley there is a treasure called “SuihoEn”, a six and a half acre Japanese Garden created to demonstrate a positive use of reclaimed water.  The “Garden of Water and Fragrance” was designed by Doctor Koichi Kawana and dedicated June 14, 1984 on the grounds of the Tillman Water Reclamation Plant.
